His Excellency Dr Saad bin Ahmad Al-Mohannadi is regarded as one of Qatar’s leading figures in engineering, project management, infrastructure and transportation. He has more than 27 years of professional experience and has held senior leadership positions across the energy, transport and public utilities sectors. His appointments include Director of Electrical Network Planning and Director of Technical Affairs at Kahramaa, Chief Executive Officer of Qatar Railways Company (Qatar Rail), and President of the Public Works Authority (Ashghal) from 2017 until October 2024. He has overseen a portfolio of major projects exceeding QAR 450 billion, including strategic infrastructure projects and initiatives supporting the FIFA World Cup Qatar 2022, and has served on numerous national and regional committees. He holds a Bachelor’s degree in Electrical Engineering and a Master’s degree from Qatar University, and a PhD from France in decision-making models and techniques for major projects. His distinctions include the Visionary Project Award in 2013, recognition as Qatar’s Best Chief Executive Officer in 2015, and inclusion among the 500 most influential figures in the Middle East.

Mohammed Elayyan is the founder of ARBITREX and an arbitrator and expert specialising in construction and commercial disputes, with more than two decades of experience across the energy, infrastructure, construction and commercial sectors. His practice is underpinned by an integrated combination of engineering and legal qualifications: a Master of Laws from the United Kingdom, a Postgraduate Diploma in Construction Law, Arbitration and Adjudication, and a Bachelor’s degree in Civil Engineering. He has been appointed as arbitrator and expert in institutional and ad hoc arbitrations and has worked on arbitration proceedings, court cases and independent expert assignments concerning disputes with an aggregate value exceeding QAR one billion. He also contributes to professional education, training and development in project management, contracts, claims, arbitration and alternative dispute resolution.

Dr Ghada M. Darwish Karbon is the Founder and Managing Partner of Dr. Ghada M. Darwish Karbon Law Firm. She is a renowned Qatari lawyer honoured for her expertise in arbitration, sports law, and complex multi-jurisdictional legal matters. As an esteemed local, regional and international arbitrator, she is widely recognised for her leadership in commercial dispute resolution and cross-border legal practice. Dr Ghada advises clients on high-profile and strategic matters, combining legal excellence with practical insight across multiple jurisdictions. Her distinguished reputation reflects her commitment to strengthening legal frameworks, advancing the rule of law, and delivering innovative, results-driven legal solutions.

Nurul Sabri is an Associate Director at HKA with over 17 years of international experience in construction contracts, quantum, and dispute resolution. She has extensive experience in international arbitration, adjudication, and expert witness engagements across the Middle East, Africa, and Southeast Asia. Her project portfolio spans major infrastructure, energy, transportation, commercial, and residential developments. She is a Fellow of the Chartered Institute of Arbitrators, RICS Registered Expert Witness, HKIAC Accredited Tribunal Secretary, and accredited Civil/Commercial Mediator.

Mashael Al Sulaiti is the Founder and Chairperson of Mashael Al Sulaiti Law Firm, established in 2012 in Doha, Qatar, and ranked by Legal 500 EMEA for its work in international arbitration, state and investment arbitration, construction disputes, and cross-border disputes. Over more than a decade, she has built the firm into a recognized boutique practice advising on complex regional and international matters, with particular depth in energy law, corporate governance, and arbitration policy. She serves as Governance Director of the Ciarb Qatar Branch and a Board Member of the British Chamber of Commerce Qatar. She is a recipient of multiple regional legal awards and has contributed many hours of pro bono legal service. Mashael holds an LLB from Swansea University, Wales, an LLM in International Commercial Law, and an Executive MBA from HEC Paris. She is currently pursuing an SJD at HBKU College of Law, with research focused on GCC regulatory frameworks, ESG, and energy law.

Nikolas Beeker is Co-Founder and Director of Consilium Consultants, a consultancy for complex construction disputes matters. He is a Fellow of the Ciarb and holds masters degrees in construction law and mechanical engineering. As an engineer, project manager and contracts manager, he spent close to 20 years on major energy and infrastructure projects across Europe and the Middle East. He has led the development of complex claims, negotiated major settlements, and acted as witness in international arbitration.

Hussain is a Delay Director based in Doha, Qatar, and a Fellow of the Chartered Institute of Building (FCIOB). He holds an MSt in Construction Engineering from the University of Cambridge. With over 20 years of experience, he specialises in forensic delay analysis, supporting claims preparation and the resolution of complex disputes. He works closely with clients and legal teams to deliver clear, robust analyses and expert reports for arbitration and other formal dispute resolution proceedings.

Dr Mariem Mohamed Al Kuwari is a prominent executive legal leader in international arbitration, combining specialist legal experience with strategic institutional vision. She is Director of the Arbitration Affairs Department at Qatar’s Ministry of Justice and has more than 15 years’ experience in legal practice, legislative development, governance and major-project management. She leads the development of Qatar’s national arbitration framework, including legislative and regulatory instruments governing the mandatory register of arbitrators and the licensing of institutional arbitration centres, and works to strengthen the effective enforcement of arbitral awards consistently with public policy, international conventions and comparative best practice. As an independent international arbitrator, she has received appointments in complex, high-value construction and engineering disputes. Her integrated legal, technical and engineering experience supports work across multidimensional disputes, construction, engineering consultancy and project management. She has also overseen conciliation and amicable settlement work within the State Cases sector, and her experience with international legal institutions informs the alignment of international practice with Qatar’s national institutional context.

Richard McConn is a Chartered Quantity Surveyor with more than 38 years’ experience, including approximately 18 years in the MENA region. His expertise includes quantity surveying, dispute resolution, contract administration, and commercial and project management. He works with clients, developers and consultants on multibillion-dollar projects across aviation, transport, infrastructure, defence, hospitality, commercial, residential and manufacturing sectors. He is a Main Board Director of D.G. Jones & Partners and currently leads a multidisciplinary client advisory team of more than 50 professionals within a company of more than 700 staff across 20 offices.
